will spark plugs fire if timing belt broken?

2001 Neon RT 2.0L - plugs get spark, fuel to injector rail, no leaks, no noises, cranks strong, loud pop after/during cranking. Isn't the cam position sensor responsible for the firing of the plugs? If the timing belt is broken then the cam won't turn and the plugs won't fire? Won't start. Ideas?

It's very possible that the belt is not broken, and could have jumped a tooth or two, also.
cam and crank sensors are both responsible for the coil not getting juice and firing the plugs. Still sounds like it jumped time on you. Have seen this post by you a day or two ago. Check your timing.
If it jumped on you chances are the tensioner isn't working correctly, recommend doing timing belt, timing belt tensioner and waterpump all at the same time.
I have a 98 Buick regal GS 3800 series it has a timing chain it's turning the engine over strong but no sparks when you take the plug wire off and put a spark plug in the plug wire
Check engine light on code reads the number 6 cylinder is misfiring I changed the plugs,wire,all coil packs,it was losing power and a few times it would not crank up and run ,and starting sound like it was back firing then it was running fine and then I got home and it has not cranked back up the motor has a lot of oil leaks all over the motor I am trying to
Get the bolt off the harmonic balancer but the engine just turns over don't know how to stop the harmonic balancer from turning
