What is causing my car to make this sound??

Back in April my car started making this noise every now and then when I am driving on
the highway going 50+mph.  It sounds like it's coming from the front left tire area.  Also it
doesn't always happen, and I can't figure out a pattern, although I think I have noticed it
tends to happen after it has recently rained.  Sometimes I think it might feel like my
steering wheel is being pulled when it happens.  It's a high pitched whistling sound.
Here is a link to the sound (might be a little slow to load).  You can hear it throughout the
clip, but some spots you can hear it are at 0:11 and 2:00:

Is this something I should have checked out/worried about?
