put new battery and altornater in 1999 honda civic now engin lite comes on and speed omiter wont work

there is a diagnostic plug near your ecu on the passsenger side below the dash against the bod of the car under the carpet. take a paper clip and short out the plug. then turn your key watch your check engine llight ont the dash and count the flashes. the longer flashes are considered 10 and the short are 1 so say there are 3 long flashes and 5 short (3x10= 30 5x1=5 +30= 35) then google that number (honda ecu code 35 description) then there is your answer
