I think I flooded my 2009 Hyundai Elantra engine.....what should I do to get it to
start, without running my battery down?

WOT (wide open throttle) will clear a flooded engine. Just push the accelerator peddle all the way to the floor while cranking the engine. If the battery is dying, you'll have to jump it or put a charger on it.

Yes, it's part of the ECU to recognize WOT during startup, it restricts fuel flow/injectors so it can clear out any flooding.
