my 95 civic 4 cylinder starts sometimes but other times doesn't. i just had the battery replaced and it didnt effect it at all. when it does start i have to leave it running and it idles fine. but usually after it starts once it won't start again for a couple hours. when it doesnt want to start the muffler sputs and spits and it smells like oil or gas... why won't it start?

check your spark plugs and wires and coolant level
It's your starting solinoid that's failing....it's under the dash, easy fix.

ive never heard of a starter solenoid under the dash...did you mean relay?
it sounds like an ignition issue...ignition coil may be going bad or the ignition switch itself
