2012 Town &Country, Chrysler van lower brake lights come on and stay on in run position of ignition switch. Top light works normal. It's not the brake switch on the steering column. Any answers?

How do u know not brake switch. When u have condition have tried disconnecting switch to c if lights go out?

Already disconnected the switch. Still stays on. Also plugged in a new switch. Same problem. Pulled all fuses related to brake lights and they stay on. Only fuse M-27 Ing. sw/win/pem/steering column lock kills light. w switch in run.
