What is the little pump that runs off the radiator?

I bought a explorer but before I paid for it the guy told me it leaked antifreeze
when I come back he gave me a piece he said came off the radiator . Its a
plastic hose broke on both sides with a little pump in the middle

Is the hose about 3/4 inch in diameter? If it has a vacuum fitting on the top of the pump it's probably the heater control valve. If it is the heater will not get hot. The valve may have been the cause of the leak and he cut it out and plugged up both ends to stop the leak.
