Interchange a higher model engine in an older truck.

Will a 1999 Toyota Tacoma run in a 1995 Toyota Tacoma?  If so, what do I need to do to make it run without using starting fluid?

You have a starting issue with the engine that is in the truck? And it starts with starting fluid? This would be a fuel pressure issue. Also the 1999 engine has an OBDII computer to run the engine and the 1995 engine is run by a OBD1 computer, so they are not compatible for a engine swap.
