1999 4 WITH 2.2l HAS 45 PSI CONSTANT BUT WILL NOT START

THE TRUCK WILL RUN WITH A SPRAY OF STARTER FLUID BUT WONT STAY RUNNING. AGAIN, THERE IS 45 PSI AT THE FUEL RAIL. NOT SURE IF I HAVE A BAD ECM OR IF THERE IS ANOTHER ISSUE.

check injector fuse and injector pulse

Injector fuse is good because on the 2.2 the fuel pump and injectors are on the same fuse and the pump is running and holding a constant pressure of around 45 psi. I was checking the injector plugs with my multimeter and I dont seem to be getting anything there.
u cant check pulse with meter u can use a test light though use the test light to check harness for power on one side with key on and switch the ground on the test light to battery positive and touch the other terminal u should get a pulsed light should be a gray wire that is constant power and other color wires that r pulsed ground wires from computer is the security light on? if u have no power u might have a break in the gray wire from the fuel pump relay
