A friend has a 99 f250 super duty xlt. Passenger window will go down with either switch but wont go up with either switch. He has a new switch for the passenger side and a new motor. Regulator is fine. New switch and motor...same result. Any ideas?

No. With the window attached to the old motor it moved up and down fine using your hands. With the new motor you couldn't move it with your hands.

I would use a multi-meter to see if the motor is getting power when you try to roll it up.

Would that be the problem with a new motor and new passenger side switch but it won't go up with either the passenger or drivers switch?

I would have to look at a wiring diagram but clearly switches, motors, wiring and relays are all suspect.
