if i by-pass the a/c compressor with a shorter belt, will the heater still work?

Yes, although the defroster wont. (defroster requires the AC evap coil). You're also better off using an AC bypass pulley than a different belt, they make those for people who want to eliminate the AC compressor.

the a/c don't work anyway.what is the a/c bypass pulley? do you pave a prt #? thank you for your input.

Its just a dummy pulley, allows you to use the original serpentine belt. Some makes/models require a different configuration of idler/tensioner without the AC, so it's not always possible to use a stock shorter non-AC belt for some cars. In your case you might be able to use a stock shorter belt, according to the posted on this forum: http://www.saabcentral.com/forums/showthread.php?t=210742
