intake valve rocker

Rocker arms keeps coming off #1 cylinder. Reinstalled once (expensive labor) and came off again. What is the best fix? What is the least expensive fix?

#4 intake rocker came off on my 88 Plymouth horizon. Reinstalled it and cranked the engine and it popped right off again. #4 intake valve was stuck in the down position and that is why the rocker came off. So the fix is cleaning up the valve stems but a mechanic probably wont do less than a valve job, reconditioned cylinder head $400 to $500 for the head plus markup and labor. When doing that job you will also need a timing belt, timing belt tensioner and a water pump.
