brake light goes on breifly and then goes off then on again

what does it mean when the brake light goes on in the dash? Does it mean I
need new brakes?

Most likely you are low on brake fluid. The most common cause of a low fluid level is worn brakes. Its time to have them looked at to prevent anything from happening.
