There's a baffle (like a small door) that shifts and determines where air comes out of certain vents when you select floor, top vents, or a mix of the two. That baffle mechanism can get stuck on older cars. It's located under the dashboard and is not easy to get to if you're not familiar with disassembling your dashboard. If may just need some lubricant to get it to move freely again, or it may have a broken spring or 'arm' that moves the little door. Hard to say until it's disassembled. You can try fixing it yourself, otherwise find a local mechanic with AC expertise.

For that model year it is likely moved by a vacuum line.

Any auto parts chain should carry vacuum lines. It's best to bring a sample so they can match it. Be advised the problem may be with the vacuum module, but the least cost option is to start with checking the vacuum lines themselves. On an older model car, they can eventually split open or crack.

Is the vacuum model the controller by the radio that turns everything? Cold to hot and etc.
