I looked up under my 1999 suburban and saw the ground strap hanging down. Its still attached to the frame and the eyelet terminal end is still intact, so where does it attach to?

On the engine block.Sometimes intake manifold. Evidently since the eyelet is still intact the bolt fell out. Take the strap and try to find a bolt hole, threaded, judging by the length of the strap.
Lower one cm only ends up at one of the brackets for one of the accessories. P.S., A.C. Alternator whichever is on that side.
??? Usually* NOT cm, no idea what my phone did there.
Check the lug eye size. It should be 3/8”. If the length of the strap is 19” to 21”, chances are it attaches to the rear of the right engine head.
