Typically they would be in the mid high 50's to the low 60's if it was recharged. If it is high into the 70's you may need a recharge because r the freon is low. I recommend finding a shop with a low cost A/C check and get it checked out.
The air coming out of the vents will be about 25 degrees cooler then the outside temp. So if it's 90 outside the car temp will be about 70. The max an AC will go down is to 60 degrees. Also take into acount if the car is in direct sunlight. Always check the temp with the car in the shade.
Temperature coming from dash vents on a properly evacuated and properly charged AC system should be above freezing and below 40 degrees, even in AZ weather.
