Why my car won't turnover

My 1995 windom when put key in ignition and turn on car wants to start, but wont turn
over car has been serviced lights on dashboard comes on battery is good thank you.

is the starter in good condition take it off and get it tested

Agree with crumbob,and just to add if the stater is good,check your igintion switch and fuse,s.
