This car is in extremely poor condition. It shows 98750 on the odometer.

Book value is around $13000 if it's in really bad shape figure half that, maybe $7K at the most.

Do you really think that much ? It has no interior and the paint is horrendess. I just saw it this morning and thought it would be a good project car. Havent talked to owner yet. Neither Kellys nor anyone else goes back that far in model year.
is the drivetrain operating fine? whats the condition of the frame? no interior means no seats or no seats and no dash or no seats, dash, and carpet? whats the guy asking for it? those cars are everywhere so they arent really worth that much. i think my friend bought an 83 in fair condition with 99k miles for $5k. id only offer $2k at most for what youre describing though.
There is no such thing as an '83 Corvette. Either an '82 (C3 last year) or '84 (C4 first year). The C3s are actually worth much more than the C4s, but without more details, we are just guessing at the value.

No seats, no carpet no console. Not sure on running gear yet, wanted to get some kind of price range before I met with guy. Thanks.

Look at cars for sale on Craig's List and Hemming's Motor news to get an idea of values. Maybe $4,000 to $25,000.
