why is my anti lock brake light coming on while driving my 94 crown victoria and what should i do

May just be a bad abs sensor,most of the time that is the issue,or if you have not done brake work on it,you may need to have them changed.

Did this happen to occur after having brake pads replaced?

If the ABS system was not properly set up when brakes were replaced take it back to the person who did the brake work. This requires a professional to do. Diagnostics are involved for some models. Request they set the ABS properly at no charge to you. This should have been done when serviced. Sticking brake pad can mean caliper might need replacing on one or more of the brakes. There are springs as well that can come loose.
