what causes the windshield washer to only work in the rear?

when you hit the washer switch for the front is has water come out the back, the wipers come on but the water only comes out every once in a great while. I have had the lines check and blown out and it still dose it. when you hit the washer for the rear it works like it should. how can I fix this problem?

Also check for crimped hose from tank to washer jets. Have seen some that would get crimped when hood was closed.
