Try pushing the red button on the inertia switch. Ford's have that, it shuts off fuel in an accident. It's on the passenger side, in front of door.. pull carpet back and look for this, and re-set by pushing red button

There is a fuel pump cut off switch in the passenger front side kick panel to the right of the passengers right foot. They have a button on top that pops up in the event of an accident that cuts off the fuel to the engine to prevent fires. If you reach your hand over that plastic cover on the passenger side right foot panel you will be able to feel it. push the button down and it will reset the switch. it's called an enertial switch. If you cant feel it take the panel off and you will see it. All fords have them.........
The fuel filter would not cause the problem. However since the vehicle is fourteen years old, depending on the mileage, not changing the fuel filter has probably been skipped more than a few times. The filter cost about ten bucks. The tool to remove it about 7 bucks. Takes about ten minutes.
