Where do the hoses go to on the 02 focus lx coolant reservoir? (Front left top two)

They are both currently connected to thermostat housing is that right? I ask because the guy who owned it before did a bunch of repairs that were done terribly and I'm having an issue with my coolant reservoir. The coolant is at max when car is cold, but then after I drive it (doesn't over/underheat) its close to the min. Line until I loosen the cap, then it rises up. I've burped the crap out of it, and it still does it!!!! Can it be one of those hoses is in the wrong place?
