Did you check the belt routing? Did you check all the pulleys that the belt runs to see if they spin smoothly?

If it started normally before the belt was replaced, look to see if any battery or ground connections were disturbed. You could try removing the belt to see if it starts. If it does start there is something wrong with the belt routing or an accessory that it drives. Don't run it longer than 30 seconds with out the belt if you decide to do this. Also as mentioned above check the voltage at the battery engine off. If it is under 12 volts the battery may be the issue.
