Honda CIVIC 2007 OBD Communication Issue. Can't read codes

HI All,
I need some help on my Honda Civic 2007 Sedan. I have ABS Light, Break/Parking Light and Engine Light on my dashboard. Also No temperature indicator. I have tried connecting two different OBD2 scanner. But It just say Can not established the link to DLC. I have checked all fuses under dash and under the hood. All are fine. Also checked power ON OBD 2 connector between PIn 4 and Pin 16. It shows 12V. How can I find the code for my Car. I have tried shorting pin 4 and 9 as well but no codes coming.(FYI: I have after market Compustart Car starter installed. is it the problem?)

When I plugged scanner, it powers up. And I can read 12V on DLC( obd port). Using multimeter. I also checked all fuses they all are good. Any relay issue?

re-read your post not going to help with the temp gauge,but did you check your brake fluid?

I had this problem before. It was caused by a short I had. I took it to a guy that made me change the indash fuse box and reprogrammed it.

Did you find out what was causing your issue? would your car start or was it disabled? Trying one last time to figure it out since Honda dealer couldn't.

this Happen twice to me. First time I had the fuse box below the dash replace and reprogrammed. Later I had another short and the issue was the tachometer. Same issue with all those lights on and temp gauge not working.

I’m having the same issue where I have power from the OBD port but cannot connect to my 2018 Honda Civic hatchback. Any suggestions?
