fan for heater & defrosteris does not working

Question type: Maintenance & Repair

I checked fuse number 20 &35 and they are both good  then I pulled the fan off and connected it to a 12 volt battery and the fan will run then I checked the power to the plug and it had over 12 volts oh high and 8 volts on low I check the fan motor with a meter and seems to be grounded till you turn the fan any suggestions
