what would cause me to start car by jumping off starter but not by egnition?

if your talking a small 12 volt wire to the starter solenoid its resistance holding voltage down from key switch to solenoid ,check bat voltage for strong 12 volts,or thin wire to solenoid, if the heavy gauge wire needs jumped its resistance again but not so much the low battery than a too thin red wire from battery and poor condition to let the high amperes flow, no doubt frayed wire strands at terminal heads
