put it on OHMS disconnect the battery...the motor should read some ohms...one up to 20 would be typical...if NONE....zero ohms...the motor is non-conducting....OPEN and will need to be replaced....connect your battery again set it to DC volts and measure at the connector with power to the blower...the resistor pack possibly could be bad...check for voltage 12.5 at HIGH speed....lower voltage at the lower speeds~....that's it two settings OHMS and DCV...yippie...a use for the darned thing finally~
what do you mean measure at the connector with power to the blower

there is a connector what supplies power to the blower....there should be voltage at that connector~

set the micronta to 50 VDC one lead will be ground the other side varying voltage from the resistor pack~
