98 grand am wont start

rpms waouldnt go past 100 one day
and lead to car shutting off
i changed my sparkplugs and the
car sound like it want to start bad
fuel pump sound good and i sprayed
starting fluid under air filter and the
car still didnt start

The fuel pump sounding good doesn't mean its good, what is your fuel pressure at the rails? It may be something as simple as changing your fuel filter did you do that?
