What all can I do to my 03 Baja to increase horsepower and torque

Anything you might try will increase the risk of fragile head gasket rupture again. Leave it alone.

Cold air intakes do nothing. Even if they did do something are you going to notice that extra 1 1/2hp? Not likely.

If you are driving a 2003 Baja, it is likely that you do not have the funds to do much of anything. I am surprised that it hasn't rusted away by now.
