Fuel problems I think

Causes a 02 outback subaru to run rough at idle
most of time. Not always doesn't warm cold same.
Started to sputter and jumble around whole
accelerating. Going up grade no power chugs a lot
then it catches and tales off.  Still feel less bit of
hesitation during higher speeds but lets you know
its still there. Come to stop on hill had to put foot
on brake and give it gas to stay running or it would
of dyed out. Or stalled ?  Cars kinda feels like its
got something holding it back, (course now I'm
aware it could be starving for fuel) that was the
first real sign is been feeling for the last week. Also
car smells like its flooded if I start and turnoff and
park. Strong smell of fuel? Is it filters, fuel pump, ?
