I think you mean the heater core. Labor shows 6hrs to replace it so that probably means the dash has to come out. it wouldnt pay so much if it didnt. is 800 a price from a dealership?

If you dont have heat only when idling and you do have it at higher rpm's i wouldnt blame the heater core. you are either low on coolant or have a water pump issue

I am ase certified auto tech, and i completely agree with kbro's statement. while you are at it, back flush the heater core because of the age. Toyota was still using regular old antifreeze back then. You could get a lot of deposits in the heater core.

First of all check your coolant level, If OK Lets Remove the Passenger Glove Box, Look to your left you will see a Blower Duct Remove it, Look at the blend air door lever this controls the amount of Air traveling through the heater core and the AC Evaperator. Start your car and adjust temp, see if the lever is moving...If No then remove the blend air door motor but take note on the postion of the arm..although i like to go to hot totally or Cold totally then when i reinstall the motor i position the arm to match ...Fully Up is totally hot fully down is ice cold....!!! Open the blend air door housing and clean the contacts that travel on the large gear and collective grease that has maybe in excess...then put together put the plug into her and try lets see if the arm travels now......i have a link to see what we have just discussed ....
