Toyota Camry 94 Wagon always COLD

all time the temperature is very clod, even in summer and the 2 FAN always ON non stop since I turn it ON, sometimes it turns OFF but verry RARE, I was told it the Temperature Sensor and will cost me 120$ to change it, what is the correct name of the sensor as I found too many with 20$ and is it simple change? I saw the guy pulling a cable?

Can you re-word what you said? Very hard to diagnose your problem. So the heater is always cold? or the temperature guage is always cold?

the temperature gauge is working as when i drive the car it is starting going up a few and stays close to the cold (blue) by a finger and the both FUN are working . in the summer it goes to the middle sometimes and the FUN stops and works. i thing that the problem is with the sensor who tellst FUN to RUN or stops, this is what i need to change bcoz the Mech guy told me this is a job for 10/15 min.
