can i put 16 inch rims on a 1995 toyota camry and effect its safety

If you have 15" wheels now you can go with a lower profile tire which will sharpen up the handling a bit.

You can install 16" wheels and tires safety, just make sure the new tire size matches the same diameter of the 15" wheels. The wheels have to also match the lug pattern, so if you find wheels off of another Camry around that era, you will be good.
