Car wont start after new starter installed

I replaced the starter in my 99 camry. I
disconnected the positive cable, and there's just a
click. Battery is good. Tested all the fuses.
Replaced the starter relay switch and still nothing

Could be a bad positive battery cable, or the ground wire needs to be cleaned on both ends. The starter is not getting enough juice from the battery.

The mechanic said there was a wire shorting out a fuse. That kept blowing. Also my remote doesn't work but the alarm system is still active he said i should replace the remote or disconnect the system. Because it might interfere with starting.
If he knows how to disable the alarm then have him do it. There a pain anyway.
