My wife and I had the very same issue with our 2008 cobalt and I was able to trace it back to a break in the circuit board contained within the fuse box. The car would fail to start and if the start/run relay was moved or wiggled you could hear the fuel pump kick in.. to correct this issue (should this be the one u face) the pins for the start/run relays do not pass through the distribution panel into a plug. you must lift the fuse box and remove the plugs and inspect their condition as the start/run circuit must leave the box I'd imagine it does so, good idea to check plug and pins for moisture or corrosion. if they are without corrosion or damage and your vehicle is displaying the same no start/no crank until the relay is touched you must find the part number for your distribution panel (sticker with barcode on one of the sides somewhere) write it down and search your local scrap yard for a match ...I got mine out of an 09 and it's worked brilliantly for going on a year now.

My 2010 Cobalt would start sometimes sometimes not. I had a new key cut at the dealer and was able to use the old key to program the new. Solved my problem. If you have a spare key try that.
