Window was slow when I got it gradually stopped going up and down so it
stays up all the times now

There are several aspects to this that could be the problem. So try to eliminate them one at a time from the easy to the hard. I am guessing that all the other windows work correctly. As to what is going on with your trouble window; does the motor sound like it is trying to work? - If not there may be a blown fuse (sadly, probably not, but worth a check). Could be the tracks/channels that the glass slides in, to rise and lower, are clogged with some thing? But the most likely area of problem solving will entail removing the door panel and the underlying plastic sheet, to expose the working parts of you window system, inside the door. NOTE: if you are not comfortable doing this work (there are many "how to's" on you tube and this forum) then take the RAV to a mechanic or dealer for service. If you are comfortable, remove the panel and do a visual inspection. Look for any broken frayed wires also- if found fix. Glass out of the channel, debris in the mechanism, ??? Determine if the window switch is working if not –replace. If it's good, the motor may be the culprit (If problem seems to be the motor and you are confident in your skill level you can remove it and take to an auto electrical shop to be tested and then replace with the correct replacement. I know this is not a specific answer but hopefully it will give you a starting spot .
