The shoes are hung up on the drum for what-ever reason. Ether adjusted too tight, or the emergency break cable is pulling on the break shoes.

Your rear brakes may be either a drum or rotor but if it's read hot, the caliper is seized up not releasing the brakes. Take a spray bottle of water and cool it with a water mist so it doesn't warp rotor, or damage the wheel bearing seals, boil the brake fluid. After it cools, gently limp it over to the nearest repair shop to have the caliper replaced and check the other three. Drive only a couple miles at a time and water cool it till you get there. Using the brakes little as possible

The shoes are hung up on the drum for what-ever reason. Ether adjusted too tight, or the emergency break cable is pulling on the break shoes or froze up, (rusted).
