Check and make sure the vacuum pump isn't bad. With no vacuum the brakes will lack boost and push really hard making you think the booster is bad.

I has a hydro booster not a vacuum. I replaced the power steering pump today and no results.

You are correct and my apologies. I wrongfully assumed they were still using a vacuum booster.

I found the problem. It was the Hydro booster. Process of elimination by replace things. Power steering pump, Master cylinder, then Hydro.
