should front 4 wheel drive turn with hub unlocked

To check if they do made sure they R unlocked put both Trans in N push it and see what turns. Dont now mush about fords sorry.
Your front driveshaft should not turn when the hubs are unlocked and the truck is in 2wd. If it is the you just need new hubs

This is a 2003 f250. I put the front axle on jack stands. The selector is in 2wd. both front wheels are in the free mode warn locking hubs. Front drive side wheel I can turn without u joint turning. passenger side wheel in free mode turning wheel u joint turns and u joint on driver side wheel doesn't turn just u joint.

They should not turn with the wheel. Can you stop it from spinning or is it locked together?
Sounds like your passenger side locking hub is still engaged.
