They might turn somewhat due to the drag on all the parts in the hub area. Reach under there and spin them by hand. They should spin freely, but it takes a bit to move them.

They turn freely a little hard . the drive shaft turns with them. when you lock hubs in can't turn them wheel on the ground. Does that sound right.
