Test drove at low speed doing figure 8's when fully turning wheel "slips" acting like the 4wd is engaged, but the dial is in 2wd, is that normal?

What slips? You feel it in the front end or the rear end. If it is in the front end then no, should have smooth turning, no tires grabbing like in 4-wheel drive.
