My car recently stopped working we changed the
battery and starter and it still won't turn over the
lights in the car work but the car just won't turn

Put the key in the ignition in the on position with the key boton,s facing you. Wait 30 seconds or until all the lights and sounds stop and then without jerking start the car.
If the oil level is low car will not start. Top off the oil and try again.

The low oil cutoff switch on my daughters car, was the culprit. She was 2 and 1/2 quarts low. Hadn't changed the oil in over 2 years and never checked the oil stick. 266,000 miles on it, it shouldn't last much longer.
