Compression test on all cylinders & exhaust in coolant test to confirm if there is ahead gasket failure. May think about water pump, Air in system, hoses, ect, confirm if the fans are in-fact coming if it passes those test.

Any leaks under the car? That would point to water pump. Any white smoke out of the exhaust pipe....that would point to a Head gasket. Hope this helps
