My 2001 f150 5.4 will not start unless I turn the ignition on and off 4 times quickly

Attach a fuel pressure gauge to the test port on or near the fuel rail. Start the vehicle and note the pressure. Turn off the engine and allow it to sit for five to ten minutes then note the pressure when the engine if off. If there is a significant drop in pressure, change the pump.
