Should the front drive shaft be turning when the vehicle is not in 4 wheel drive?

Actually, it sounds like your hubs are manually locked in. To check, see if you can rotate the center of the hubs counterclockwise. If they are manually locked in, the hubs are in the clockwise locked position. If they aren't, they are in the counterclockwise position.
