when brake fluid runs dry does the system need to be bled

Yes it would. If the master cylinder went dry, then it was pumping air into the break system. Master cylinder would have to be bench bled first before bleeding the brake system.

Inspect your vehicle for the leak. Will probably find a wet spot on the inside edge of one of your rims.
