I have a 1999 Chevy S-10 and the Service engine light is flashing, When driving it shutters a lot and it occasionally starts jerking as if it is going to stop or seize up. What could be causing this?

You shouldn't be driving around with a flashing red light. That might damage the engine. Get the codes read, write down the code and post it here. Young attractive knowledgeable people will happily relate cost effective repair solutions in a confident and courteous manner.

flashing check engine light means misfire. Dont drive it like this because it will damage your engine and catalytic converter. Have codes pulled to see if its a random misfire or only on certain cylinders. It's either a problem with ignition components or the fuel system.

andrew is correct is a misfire, and generally with a 2.2 this is caused by one of two things or both. one of the two ingnition modules has gone bad or spark plug wires
