when you let off the accelerator, does it also shift? If so, you could have worn engine or transmission mounts. The engine raised up when you are on the gas not allowing the transmission to shift.
check your fluid it might need changed but if it is low it will stick in certain gears
My automatic transmission revs up to 3000 rpm before it will shift into 2nd gear
