my 2001 Dodge Ram 5.2 1500 overheats when
sitting and it cools down when take off what could
causes this

Your radiator may be clogged, you may want to check the radiator cap, is the system topped off with fluid, bad pump and or thermostat

I fill it up and it eventually goes downbut not on the groundand it has a new brand new thermostat
