where does the top hose from the engine collant resivior connect to

The hose from the overflow tank connects to a fitting that will be just under the radiator cap. There will be another hose out of the top of the overflow tank that just hangs down between the frame. It serves as a vent for the tank and does not connect to anything.

Is the bottom hose that hangs on the blazer suppose to drink the overflow tank
